San Juan takes steps toward outsourcing utilities

The San Juan Capistrano City Council seeks to privatize its water and wastewater services in light of recent lawsuits and increasing water rates, while facing the need to replace aging water infrastructure, and complete a ground recovery project. The City Council is requesting authorization from the Orange County Local Agency Formation Commission (LAFCO) for a study to determine the most effective way to deliver water and wastewater services to California’s Orange County residents.
