On 3-year anniversary, change is slow for Flint

Detroit Free Press » It has been three years since Flint, operating under the authority of a state-appointed emergency manager, flipped the switch and started getting water from the Flint River, rather than from Lake Huron water supplied and treated by the Detroit Water and Sewerage Department.
