Is Sweden Right to Ban PPPs?

Article questions the ban that Sweden currently has on transportation public-private partnerships.  The author is favorable towards the idea that the country should adopt P3s for transportation on the basis that infrastructure funding remains a political issue when it is purely the responsibility of the government. However, the government explains that it can always borrow more cheaply than the private sector and that there are obvious reasons to doubt the efficiency gains promised in P3 arrangements.
