Virginia state transportation officials provided the Commonwealth Transportation Board with draft guidelines for the development of public-private partnership (P3) projects. The draft guidelines were put together in response to the U.S. 460 project in Virginia. In that project, the state signed a P3 agreement with U.S. 460 Mobility Partners for the project despite repeated concerns from the Army Corps of Engineers over a permit to destroy wetlands on the proposed route. The new guidelines, if adopted, would expand the involvement of elected officials and the public throughout the P3 process.
