A private real estate firm, Sagamore Development, plans to partner with the State of Maryland and the City of Baltimore to build a 3-acre plaza and pedestrian shopping zone at Port Covington. The firm hopes to have a master plan approved by the end of 2016, along with a commitment for $1.1 billion in federal, state, and city funds for improvements to transportation, water, and sewage infrastructure. Private funding would be $5 million.
