Amtrak estimates the Gateway program, connecting New York and New Jersey, could cost $23.9 billion. The project includes construction of a new tunnel under the Hudson River, renovation of the existing 100 year old tunnel, rail station expansions, and rail bridge replacements. The project would be overseen by the Port Authority of New York and New Jersey, and financed by state and federal funds.
