Cities around the world are reclaiming their water systems as private water companies continue to increase rates. This issue has increased the public’s awareness of the government’s use of privatization, or public-private partnerships (P3s), for the maintenance of critical infrastructure, and the debate about whether or not outsourcing benefits the public.
