The High Speed Rail 2 (HS2) project in the United Kingdom is 86% over budget for professional services contractors for Phase 1 of the project and construction is not expected to start until 2017. Representatives of groups opposing the HS2 are calling for an independent review to prevent continued overspending on the project.
