This article covers recent findings released by San Francisco based Pacific Research Institute (PRI), regarding the economic health of the Orange County toll roads, including the Foothill Eastern Tollway and the San Joaquin Hills Tollway. Both of these routes are operated and managed by the Transportation Corridor Agencies, which came under scrutiny by the California Debt and Infrastructure Advisory Commission when it introduced a $2.4 billion refinancing plan in late 2012.
