Tolls proposed as companies pitch solutions for Mich. city’s bridges View Larger Image Michigan Live » Bay City, Mich., is considering a public-private partnership to upgrade Independence and Liberty bridges, and two companies made pitches to the city commission recently. United Bridge Partners proposes to replace Independence Bridge and repair Liberty Bridge and fund the work through toll revenue, while Florida Drawbridge suggests an initial operations and maintenance contract where the company would be paid to take care of the bridges while evaluating whether they should be repaired or replaced.
