Seal Beach, OCTA and Caltrans settle litigation over I-405 Improvement Project Orange County Breeze » The Seal Beach City Council has authorized the City Manager to execute a settlement agreement to end its lawsuit challenging the adequacy of the Environmental Impact Report by Caltrans and the Orange County Transportation Authority prepared for the I-405 improvement project.
